🎓 IOP New-Hire Orientation (2 weeks) — 7 milestones

The 7 milestones below are the only defined staff orientation of record (ee-state/iop_orientation/ledger.json, schema iop_orientation_ledger.v1, created 2026-07-29). Per-hire progress is tracked read-only on the CEO wing tile — initials only, never full names. No day-by-day schedule has been ratified; anything finer-grained than these milestones is not policy yet.
